The new policy will allow the integrated development of infrastructure and more freight terminals. It also reduced land rental costs by 6% to 1.5%, railways said in a press release.

The proposed modifications will open the way to the privatization of the container Corporation of India (Concor), because it will help strategic buyers to pay much fewer amounts as a land rental for railways for a longer period, explained the responsible. It was one of the main suggestions presented by the Committee investment advisers.

Development would comply with Niti Aayog’s recommendation to maintain land rental costs for containers less than 3%.

Concor, under the aegis of the Ministry of Railways, is engaged in the transport and manipulation of containers, said the officials.

The company is also engaged in the operation of logistics installations, in particular dry ports, container transport stations and private freight terminals. It has 61 container deposits, including 26 on railway land rented on a container license base.

The cabinet in November 2019 had approved the disinvestment of the government’s participation of 30.8% in the company as well as the transfer of management control.

The new policy will help attract more cargo to railways, increase the modal share of railways in freight transport, which thus reduces the cost of industry logistics and thus generates more income, said the railways.

It will simplify the approvals of public services as envisaged in the PM GATI Shakti program. This will help develop public services such as electricity, gas, water supply, telecommunications cable, wastewater elimination, drains, optical fiber cables (OFC), pipelines, roads , overflights, but terminals, regional rail transport, urban transport in an integrated integrated the way, said the press release.

In addition, the policy will also allow the use of railway land at nominal cost for the establishment of solar plants on railland.
